The first step to planning a successful campaign is deciding what game/game system you’re going to set your story in. That sounds like a no-brainer but it really isn’t - you may be heartset on Urban Arcana, but your players may be in the mood for Conan. Sit down with your players and try to get a feel for what they want. They may not always tell you - gods knows I have a table full of ‘it doesn’t really matter’. But even they have cycles. Too much of even a good thing breeds boredom.
